Make sure you factor in your body weight when adjusting your chain. When you sit on it, it puts tension on the chain a bit. I tend to set my chain at 1.5" with no load on it.

That's pretty tight. If that's what the manual says, it has to be correct. 25mm is just under 1". I would still set it to 1 1/4 with no load on it though.
