So to get it back, all that person needs to do is lift again? Does the muscle size decrease too? |

That's Wikipedia's definition.
That all sounds right, except where they state that training is used by body builders. Never heard of a bodybuilder getting their HR that high for any reason related to that. This seems more accurate from the same link:
The lactate threshold is a useful measure for deciding exercise intensity for training and racing in endurance sports (e.g. long distance running, cycling, rowing, swimming, motocross, and cross country skiing), and can be increased greatly with training. The anaerobic threshold is considered to be somewhere between 90% and 95% of your maximum heart rate. This one seems pretty accurate though: Physical activity short in duration, high in intensity - general level of intensity too great to allow enough oxygen into the body to burn fat for energy. I have always used the term in endurance training. I suppose it would make sense in weightlifting or any other extreme movement where you are giving maximal effort and for a brief second or two you go anaerobic. I know that when you exercise at a higher HR than your body can clear lactic acid, you are technically going anaerobic. That is the definition people in endurance circles use.
