For the union guys, yes it could mean that if they agree to the terms.

I'm an at will employee in the legislative branch of government though, so my house will still be at the discretion of my alderman.

It will be all for nothing unless he can get Police and Fire on board as they are 80% of the budget. You can't balance the budget with 20% of the workforce taking 10% cut. That's 2% of the entire budget only. Still a long long road ahead.
